There are a few issues going on.
Your code is very old, and that is no longer supported.
You are using a command that hasn't been supported for a very long time. In particular you are using the /q switch to run in quiet mode. That was supported from v2.0 to v2.1, and not supported in a number of versions since. If you can't update the command, you can use it if you are willing to support yourself by testing and taking responsibility for any problems that may result.
You are also missing a DLL reference, which is very important.
Finally, you are trying to run the executable from within a 32-bit process. That is not going to work.
There is a big issue in your code. You are basically trying to inject code into the autocad exe (of which it sounds like there may be several) with a command that does not support that.
